Assistant Property Executive

JOB PURPOSE:    


This role is within the team responsible for the delivery of the IDA capital property programme and will assist with the management, delivery & administration of IDA’s site development, construction and maintenance programme and alignment of IDA’s property portfolio, involving regular engagement with client companies on all property related issues in the context of the Organisation’s Strategy and objectives.

KEY TASKS:

  • To proactively participate in the implementation of the objectives as set out in IDA’s Strategy, Driving Recovery & Sustainable Growth and Property Department’s Sustainability Strategy

  • To assist with the portfolio management of Business Parks including management of construction contracts, maintenance and upkeep works and supervision of Estate Management  activities and park tenant meetings;

  • To support and monitor the portfolio management of IDA buildings, including procurement of construction contracts, maintenance and upkeep works;

  • To support the administration of the Estate Management programme;

  • To monitor the administration of the maintenance of the roads, services, buildings and landscaping on the various IDA Business Parks in the regions;

  • To assist in the completion of procurement processes across the portfolio in line with best practice for public bodies ensuring Property Division Procedures & Procurement regulations are fully implemented;

  • To project manage externally appointed consultants & other agents to ensure economic & timely delivery of services in line with IDA objectives;

  • To assist with tendering and management of construction upgrades;

  • To work with utility/service providers for each Park, managing way leaves, rights of way, licences and protecting the IDA asset base;

  • To regularly and proactively engage with client companies on all property related issues;

  • Support the Section Manager in gaining approval at Committee for the implementation of property solutions for clients;

  • To support and implement Sustainability Initiatives for the portfolio;

  • To assist with deeds of rectification and legal boundary matters as required;

  • To utilise technology effectively in order to manage the property business in the most effective and efficient manner to protect the corporate governance of IDA;

  • To ensure Property Division Procedures & Procurement regulations are fully implemented;

  • To ensure that continuous learning and development is undertaken through informal and formal learning and participation in the Performance Management and Development Review Process;

Essential Requirements:

  • Ability to use AutoCAD mapping system would be beneficial;

  • A third level qualification to Level 7 standard recognised on the National Qualification Framework is essential; preferably related to construction, property development, engineering or procurement.

  • Ability to work well within a team environment and under time constraints;

  • Experience of working in a property management related function or experience working on specific engineering projects or involvement in the procurement or administration of construction contracts is desirable;

  • Project management skills would be beneficial;

  • A full driving licence is desirable;

  • Aspects of this role will require national travel and working outside normal office hours;

  • Ongoing flexibility and interest in career progression and development via opportunities    which may arise in IDA.

Salary Scale:  
€29,439 to €55,209 per annum contributory superannuation. N.B Must start at minimum of the scale. 
Rising by long service increments to €57,009 (after 3 years satisfactory service at the maximum of the range.
